Apollonia Business Solutions LLC was founded in October 2004 by
William S. Barker, the company's president and general manager.
Mr. Barker served 27 years in the government managing contracting,
logistics, and supply operations. Most of his career was with the
Department of the Navy, which included two overseas tours of duty
heading the contracting efforts of military construction and facilities
programs throughout the Mediterranean, Africa, and the Middle East.
Mr. Barker was also assigned to the United Nations Department of
Peacekeeping Operations during the Somalia and Bosnia
operations.
He has had experience establishing new organizations and has had
to help disestablishment an overseas office. Mr. Barker's last
appointment with the Navy was executive director of the Navy's Fleet
and Industrial Supply Center in Washington, D.C., where he was
faced with managing supply operations in the aftermath of 9/11 and
dealing with the anthrax threat to Navy postal operations that were
under his purview. After his career with the Navy, Mr. Barker
established a Contracts and Grants Management Directorate at the
Library of Congress and then went on to found Apollonia Business
Solutions, LLC.
Mr. Barker has a B.A. in Liberal Arts from the American College in
Jerusalem (Israel), an M.A. in Liberal Studies from Excelsior
College, Albany (NY), and is a Senior Executive Fellow from Harvard
University's John F. Kennedy School of Government. He has also
run for political office as a candidate for the Arlington County
(Virginia) School Board and serves on the Board of the British and
Commonwealth Society of North America.
